The oil company forecasts may appear self-serving, but if they are widely accepted could provoke a policy shift that offers greater incentives for electric cars to end our addiction to oil.
And unlike more optimistic predictions from consultants like McKinsey, these forecast are backed by cash. They guide tens of billions of dollars in long-term investment in oil production and refining and it is oil that stands to lose if they get it wrong.
They don't, of course, take into account a major breakthrough in battery technology that could give electric cars a cost and performance edge over the internal combustion engine.

The companies do see an easing in the addiction to oil, though.
Despite increased car ownership in China and India, Exxon predicts "global demand for fuel for personal vehicles will soon peak" due to an increase in average fuel efficiency.
BP expects the efficiency of combustion engines to double by 2030, with a third of vehicles on the road being hybrids.
This trend will be driven by more stringent fuel economy standards in the U.S., CO2 reduction legislation in Europe and an end to oil subsidies in developing countries.
Increased airline and commercial vehicle traffic will counterbalance some of the efficiency gains from cars but BP predicts that, helped by increased use of biofuels, demand for oil for transport overall will plateau in the mid-2020s.
GREENS FUME, POLITICIANS SEE QUICKER ADOPTION

Big Oil's pessimistic outlook for electric cars is at odds with many governments' plans.

However, data compiled by the U.S. Energy Information Administration may explain the lack of an official U.S. target. Last week, the agency released an 'abridged version' of its Annual Energy Outlook 2012, due to be released in full in the Spring.
Tables used in formulating the outlook show electric vehicles and plug in hybrids are expected to account for only 1.3 percent of the U.S. fleet in 2030.

CARMAKER ENTHUSIASM COOLS

A survey of 200 auto industry executives conducted by KPMG released earlier this month gave an average forecast for electric vehicles to account for 6-10 percent of global auto sales in 2025 - more bullish than Exxon and BP but hardly a revolution.
"Certainly a year ago or so, you could have gotten the impression from reading the press that everyone is driving electric cars in two years time," Daimler CEO Dieter Zetsche said at a roundtable at the sidelines of the Detroit auto show last month.
Zetsche said he did not see "an explosion of demand for this product."
Echoing comments from the oil companies, Gerd Kleinert, CEO of KSPG, the automotive parts business belonging to German group Rheinmetall, says take-up of electric cars will be curtailed until batteries can store energy using as little weight as gasoline does, and can be recharged as quickly as refilling a fuel tank.
"When that world exists, then we will all be driving electric cars starting tomorrow. But I personally don't see that happening, not even a hundred years from now."

Hence, there is insufficient focus on the real cost of integrating wind and solar resources to the grid.

California Governor Jerry Brown also favors in-state transmission projects, supporting the position of some affected unions in the state, according to one private sector transmission line developer who asked not to be identified. The governor's position became clear in an August 2011 letter by Michael Picker, the senior advisor to the governor for renewable energy facilities, addressing the Western Electricity Coordinating Council. In the letter, Picker reportedly supported state self-sufficiency in terms of future renewable energy needs. The council members previously had been hoping to supply California with much of its need for renewable energy to meet the high state RPS.
Stacey Crowley, the director of the Nevada Office of Energy, in Carson City, said in an interview at the Summit that her state is studying the economic impact of cross-border transmission line development, with the assistance of an outside consultant, to assign potential benefits to each involved state. California and Nevada also announced a new effort last week to work together to review transmission line development between the two states, she noted. "We're not only working with California, but also other Western states on transmission line development," she said. The latest casualty is Abound Solar Manufacturing. The Longmont, Colo.-based recipient of a 400 million federal loan guarantee to expand solar panel production said Tuesday it is laying off 280 workers and delaying a new factory in Indiana. That amounts to a 70% reduction in its workforce" Obama's green energy initiatives have been multi-billion dollar disasters for the US economy. But in a way, it may be fortunate for most Americans that Mr. Obama's big green plans have failed so dismally. Because if big wind and big solar ever grew big enough to constitute a significant portion of US power capacity, the entire country would be in very big trouble.
Analyst Robert Bryce takes a look at the renewable energy mandates put into place by a number of US states, and the effect they will have on energy and power prices:Motivated by a desire to reduce carbon emissions, and in the absence of federal action to do so, 29 states (and the District of Columbia and Puerto Rico) have required utility companies to deliver specified minimum amounts of electricity from "renewable" sources, including wind and solar power. California recently adopted the most stringent of these so-called renewable portfolio standards (RPS), requiring 33 percent of its electricity to be renewable by 2020.
Proponents of the RPS plans say that the mandated restrictions will reduce harmful emissions and spur job growth, by stimulating investment in green technologies.
...our analysis of available data has revealed a pattern of starkly higher rates in most states with RPS mandates compared with those without mandates. The gap is particularly striking in coal-dependent states-seven such states with RPS mandates saw their rates soar by an average of 54.2 percent between 2001 and 2010, more than twice the average increase experienced by seven other coal-dependent states without mandates.
Our study highlights another pattern as well, of a disconnect between the optimistic estimates by government policymakers of the impact that the mandates will have on rates and the harsh reality of the soaring rates that typically result. In some states, the implementation of mandate levels is proceeding so rapidly that residential and commercial users are being locked into exorbitant rates for many years to come. The experiences of Oregon, California, and Ontario (which is subject to a similar mandate plan) serve as case studies of how rates have spiraled.
...we have compared the costs of electricity in RPS and non-RPS states, using price information from the EIA. Our analysis has revealed a pattern of mostly higher costs in states with RPS mandates:
* In 2010, the average price of residential electricity in RPS states was 31.9 percent higher than it was in non-RPS states. Commercial electricity rates were 27.4 percent higher, and industrial rates were 30.7 percent higher.
* In the ten-year period between 2001 and 2010-the period during which most of the states enacted their RPS mandates-residential and commercial electricity prices in RPS states increased at faster rates than those in non-RPS states.
* Of the ten states with the highest electricity prices, eight have RPS mandates.
* Of the ten states with the lowest electricity prices, only two have RPS mandates.
* Sixteen of the 18 states with residential rates that are higher than the 2010 U.S. average residential rate are RPS states.
* Nineteen of the 21 non-RPS states have residential rates that are below the U.S. average.
President Obama is becoming known as the "energy starvation president." He is lauded for his anti-energy policies by the dif.orgy lefty-Luddite greens, who are among his strongest supporters. But those who are paying higher prices for energy and fuels are not so impressed or amused by the clown president's antics on energy.
Analysts and journalists tend to make the most of high gasoline prices, and the threat which they may represent to Obama's re-election. But the true danger is to the US as a whole, should Mr. Obama be re-elected, and continue to institute his agenda of energy starvation and his war against the US private sector.

What gives Britain a potential edge in developing large-scale deepwater wind power is the nation's long history of offshore oil and gas. Discovered in the 1960s, the massive oil reservoirs of the North Sea have fueled Britain for more than 30 years and sparked a huge services boom, especially in places like Aberdeen, on Scotland's east coast. The oil there is running out, fast. "A hundred thousand people work in the energy sector here," says Paul O'Brien, head of the Renewable Energy Development team at Scottish Development International. "We're looking at renewables as a way of keeping people employed."
Being an oil and gas company also made it easier for Talisman to get Beatrice up and running. The company fast-tracked the permits needed to install its turbines by using its existing North Sea oil and gas operating license. That's because they'll initially be used to power Talisman's oil platform. Later, the company's rigs will serve as a base to maintain and monitor the wind farm, so Talisman won't have to decommission them -- a task that can cost millions of dollars.- with costs at about 9/w to install, these would need to drop in half (with subsidies) and by two thirds (without) to be feasible as a larger-scale US energy resource.
So far it has cost 90 million -- or about 9 million per megawatt of installed generating capacity. By comparison, a gas-fired power station costs less than 1.5 million per MW installed to build.
- finally, worth pointing out the potential of Scotland's natural resources. Could be some interesting things happening in Scotland over the next 5-10 years:
The companies plan to ramp it up into a spectacular 200-turbine wind farm that would turn North Sea gales into enough electricity for a million people -- a fifth of Scotland's population. Completion is probably at least seven years away.
Scotland has around 25% of Europe's wind-energy resource and some of the continent's best potential wind, wave and tidal sites.
