The driving factor behind this shift is the job benefits that the clean energy industry has created. All of these states have created thousands of competitive jobs through wind, solar and biomass plants, which in turn helps boost the economy. "We are proud to be part of this effort, which means 500,000 people, or half the rural population of Mongolia, have electricity through portable and affordable solar home systems," said Pamela Cox, World Bank Regional Vice President for East Asia and Pacific in her first visit to the country. "Now, children can study at night, families can watch TV and recharge cell phones, enabling them to connect to the world while maintaining their nomadic lifestyles. This is one of many innovative ideas that we are putting to work on the ground to make growth more inclusive."
"A few years ago, country herders managed with candles and lanterns. The change in life between then and now is like night and day," said herder Baatar Khandaa. "I believe that the quality of life in the countryside and the city are now about the same."
Families can now relax and spend time together at night under electric lights. Children can learn by reading and from watching television. Herders often tune in to radio and television weather reports that help them manage their livestock, and use mobile phones to find out about market prices for wool and cashmere.
The program provided "portable "solar home systems adapted to herders' nomadic way of life. Herders can easily set them up and dismantle them when they relocate. The project employed a balanced approach to pricing the systems, where herders "purchased "the solar home systems, albeit with a subsidy that covered about half the costs. It made the systems affordable to herders while helping to expand sales.
It was a particular challenge reaching remote herders living in the vast rural countryside. In response, the project established 50 privately-owned solar home system sales and service centers spread across Mongolia. Their staff were trained to promote and sell certified solar home systems so that herders could buy with confidence. They were also trained to repair and maintain the units - vital to sustaining the benefits of the program. To extend their reach, the sales and service centers partnered with an existing network of village administrators located in 342 villages. This effective public-private partnership helped the project sell solar home systems in every remote corner of the country.
With tens of thousands of customers now demanding solar home systems, the sales and service centers are seeing an increase in their sales of radios, televisions, kettles and other small appliances that newly-electrified households want to buy as well.
"The key was to build on the government's existing efforts", said Migara Jayawardena, Senior Energy Specialist at the World Bank. "Good practices and lessons from other successful renewable energy and rural electrification projects from countries such as China, Bangladesh and Sri Lanka were customized to meet Mongolia's unique circumstances."
Mongolia has found off-grid electrification with solar power to be a viable approach to serving a nomadic rural population that is scattered across a vast territory of over 1.5 million square km. The program has supplied 100,146 solar home systems, while also developing a sustainable supply chain of local businesses that will help achieve the government's goal of universal rural electrification by 2020.
"Solar home systems have become commonplace," said D. Zorigt, Mongolia's Minister of Mineral Resources and Energy during the period from 2008 to 2012 when the project was under implementation.
The project, entitled Renewable Energy and Rural Electricity Access (REAP) was funded by a 3.5 million grant from the International Development Association (IDA) - the Bank's Fund for the Poorest - a 3.5 million grant from the Global Environment Facility (GEF), and a 6 million grant from the Government of the Netherlands, with implementation support provided by the Asia Sustainable and Alternative Energy Program (ASTAE) - a multi-donor trust fund program administered by the World Bank.

* clean energy assessment districts that would allow towns, cities, and incorporated villages to use municipal bonds to finance residential renewable-energy or energy-efficiency projects; and
* limitations on the power of municipalities and deeds to prohibit residential installation of renewable-energy and energy-efficiency devices, such as solar panels and residential wind turbines
One of the more controversial aspects of the statute pertains to the inclusion of a so-called "standard offer" - which establishes a minimum price to be paid by consumers for certain types of renewable energy. In Governor Douglas' letter summarizing his concerns about the statute, he compares the standard offer to PURPA, the 1978 statute that required utilities to purchase power from independent power producers under long-term fixed contracts. As an interesting aside, some proposals for a national renewable portfolio standard use amendments to PURPA as the legislative vehicle.
The standard offer applies to renewable energy facilities with a plant capacity of 2.2 MW or less and will be available until at least 50 MW of qualifying capacity comes online in Vermont. For most renewable energy sources, the contracts would range from 10-20 years, but solar contracts must range from 10-25 years.
The statute requires the Public Service Board (PSB) to set minimum standard offer contract prices by January 15, 2010. In setting prices, the Board is directed to 1) calculate a generic cost of each form of renewable energy, and 2) allow a rate of return on equity comparable to the highest rate of return received by a Vermont investor-owned utility. The statute gives the PSB broad discretion to make "adjustments" to the factors above to "ensure that the price provides sufficient incentive for the rapid development and commissioning" of the new renewable facilities.
The statute also establishes "interim" standard offer prices that will apply pending the Board's determination of prices by January 15, 2010. The interim prices stated in the statute are the following:
* 0.12 per kWh for a plant using methane from a landfill or agriculture operation;
* 0.20 per kWh for wind power facilities up to 15 kW;
* 0.30 per kWh for solar power;
* for hydropower facilities, wind facilities between 15 kW - 2.2 MW, and certain biomass facilities, the price is equal to the average residential rate per kWh charged by all in-state retail electricity providers weighted in accordance with each such provider's share of the state's load at the time the plant first comes on line.
The statute directs the PSB to review the above interim prices in a noncontested case docket to determine whether they constitute "a reasonable approximation" of the prices the PSB will establish by January 15, 2010 in consideration of the statutory criteria. The Board is directed to adjust any price found not to constitute such an approximation. The PSB must complete this review by September 15, 2009.

While some schools within the Wisconsin Technical College System have developed new programs to respond to the trend, most simply folded renewable energy and sustainability concepts into existing classes, said Clancy.
The colleges also have been careful to tailor green programs to communities in which an economic opportunity already exists.
Lakeshore Technical College in Cleveland, Wis., started a wind energy technology program and built a small commercial wind turbine to take advantage of its prime wind energy location along Lake Michigan.
Western Technical College has no new renewable energy or sustainability programs, but several programs are growing greener, said Bill Brendel, dean of agriculture apprenticeship and technology at Western.
Student electricians now learn about solar energy, while the heating and air conditioning programs include information about geothermal energy. Automotive students can get lessons on biofuel or hybrid electric vehicles.
Western also is considering creating a certificate in renewable energy in conjunction with Madison Area Technical College, said Brendel.
Brendel compares the current shift to renewable energy and green alternatives to the 1970s growth in computer-related jobs.

The Ontario government imposed the moratorium in February, 2011, derailing four offshore wind power projects proposed by Trillium Wind Power Corp.
One of the projects, a 420-megawatt development off Kingston in the waters of Lake Ontario, was hours from obtaining 26 million in financing - a deal that fell through in light of the moratorium.
Trillium is now suing the province for 2.25 billion to compensate for its losses.
Trillium says the decision was made in bad faith, as the Liberal government sought to damp opposition to offshore wind projects in the run-up to the provincial election in October last year.
The province said it needed time to conduct more scientific studies on the health and environmental impacts of offshore turbines.
But Trillium lawyer Morris Cooper told the court that's not the case.
"The only science involved, as we've alleged, is political science," Cooper told the court.
Earlier, provincial government lawyers had asked Mr. Justice Robert Goldstein to throw out Trillium's lawsuit.
Trillium had first started investigating its offshore sites in 2004, but provincial lawyer Eunice Machado said the company had no legal agreement in hand.
Trillium had been accepted as an "applicant of record," she said, but
"from the get-go, applicant of record status doesn't provide the kind of rights suggested in the statement of claim."
"In our submission they were far from any tangible rights or contract with the government."
The province has "complete discretion" at every stage of the long bureaucratic process that renewable energy projects undergo to block them, she said.
It also has the right to change policy in the public interest, as it did with the offshore wind program, she said.
"When the government decided not to proceed with the program, they were fully within their rights," she said.
Provincial lawyer Kim Twohig agreed.
She said Trillium accepted a business risk when it started looking for wind power agreements with the government.
At the time the province declared the moratorium, Trillium had no contract, she said.
"All it had was the possibility of proceeding further in a discretionary process," she said.
It was a multi-step process, she said, and the government clearly had the right to stop an applicant at any stage.
Cooper argued that it's wrong for the government to want the case thrown out before a full trial, when evidence can be heard and be tested.
He argued that the province acted in bad faith in shutting down his client's projects.
He noted that the province had sent Trillium chief executive John Kourtoff to Europe twice - paying his travel and accommodation expenses - to promote Ontario's green energy policies. The second trip came just a month before the moratorium was declared.
Trillium had also paid the province thousands of dollars in fees for exclusive rights to develop its project off Kingston, Cooper said.
The moratorium, he noted, came abruptly by way of press release. The government knew Trillium was on the verge of signing a financing agreement he said, and was in an "unseemly rush."
"It was deliberately done that Friday afternoon in order to cut us off at the pass," he said.
And it was done "for purposes that have nothing to do with core policy in wind power," and "everything to do with cottages on Lake Erie," he said.
That's not a normal business risk, comparable to an oil company drilling a dry hole, he said.
"The government capriciously and in bad faith decided to throw them under the bus," he said.
